Does a long title get cut at 60 characters?

Not by a single universal rule. Width depends on the result layout. TextPilot only tells you whether the title is inside the 30–60 character editing range.

Should the brand name be included?

If you add it, count it. A brand at the end can push the specific words past the range you wanted. Decide that on purpose.

Do capital letters change the count?

No. The count is characters, not pixels. Wide letters can still make a title look longer in the preview. Treat the preview as a sketch.
